Explanation
When light waves go from the air into the surface of the eye, the light waves
are bent. Your eyes depend on this bending to focus on the things you look
at. When you open your eyes underwater, there is no air next to your eyes,
so the light is not given the proper bend to allow your eye to focus on your
hand.
