For the body, cut a vase shape from a paper bag. Tape a chenille stick to the body’s widest part. Leave one inch of the chenille stick hanging off of each edge.
For scales, cut cupcake liners into fourths and glue them to the body. Use pieces of coffee filters for the tail and fins.
Glue a strip of colored paper to separate the head from the body.
Color the head with crayons, markers, or paint.
Punch two holes at the top of the head and tie a string through them.
Twist the ends of the chenille stick together.
