Perhaps it will help to talk to your brother during a time when the two of you are getting along well. You might tell him that you like spending time with him, and you feel sad when he doesn’t play with you after he says he will. The two of you might decide to schedule times to play together. You could even write down your schedule on a calendar and put it somewhere you and your brother can see it every day.
